What Is the Smart Heart Act?

A new North Carolina law requiring all public schools to improve preparedness for sudden cardiac emergencies. Effective for the 2026–27 school year, it mandates Cardiac Emergency Response Plans, AED placement, and staff training.

Cardiac Emergency Response Plan (CERP)

  • Designated cardiac emergency response team
  • Clear activation protocol for emergencies

  • Annually reviewed and updated

AED Requirement

  • At least one AED per school
  • Easily accessible (unlocked) & clearly marked
  • Reachable and usable within 3 minutes
  • State Board of Education sets maintenance rules

  • School nurses trained in CPR & AED (required)
  • Coaches supervising athletics trained (required)
  • Broader response team training (encouraged)

Funding Support

  • $4 million state allocation
  • Covers AEDs, plan development & training
  • Available to all NC public schools
